Because Chandler always thought that he sucks at relationships! He always wanted to be in a commited relationship, but due to his childhood (his parents splitting up early) and his adolesescence (“Up until I was 25 I thought the only response to ‘I love you’ was ‘Oh, crap!’”, Janice and Kathy both cheating on him, etc), he was just very insecure and not sure how to handle commitment.
But when he starts going out with Monica, there are so many moments where he is sort of the ‘relationship tutor/fixer’, just like in this situation! And in 5x03, when Monica wants to go out with that male nurse, he convinces her that they belong together and she then tells him: “I think you’re better than you think you are” (as in: You’re actually great at being in a relationship).
